I have a classical decca record i got recently and even after a clean i was a bit crackly but after 4 5 plays the crackles has almost gone. Ideally records should be lightly cleaned before and after every playing using a cloth or record preener brush. The music resides on the sides of the record groove and is where a new stylus needle sits while playing.

The problem is that dust particles seem to be attracted to the vinyl like a magnet. Crackling is a sign of a damaged or dirty record. Use light pressure and long strokes when brushing. Never spritz water or wet play a vinyl record in an attempt to quiet the crackle and pops.
